In all cases the rating outlook is stable. “In general we believe these utilities have strong finances good economicfundamentals and solid management” said Standard & Poor’s credit analystMisty Newland. Western states face a diminishing water supply coupled with a risingpopulation. Drought in the Colorado River Basin and court-ordered restrictionson water deliveries from the Sacramento-San Joaquin River Delta in Californiato protect fish and wildlife have necessitated alternative water solutions; theconstruction of desalination and reclaimed water plants and water bankingprograms are a few of the alternatives that have gained popularity. Despitethese endeavors conservation efforts will persist and mandatory waterrestrictions might still be needed. Standard & Poor’s however believes that a well-planned rate structure canmitigate cyclical revenue trends resulting from reduced water usage. Inaddition Standard & Poor’s believes that the funding of capital programs foraging infrastructures in mature areas and new infrastructure for young growingcommunities will require proactive long-term planning.

Delta dilemma

The smelt may be just a fish but it’s a crucial indicator of the health of the delta’s ecosystem and water quality. If it went extinct the entire delta wouldn’t be far behind. The impact of the delta’s collapse on our water supply would be far more catastrophic than mere reductions – how in the world would California handle such disruption?Still last week’s ruling – and the inevitable fighting that remains to take place – points once again to the abject failure of the state of California to handle its own business. Whether it’s water or prisons federal officials should not have to force the state to stop doing things that are unaffordable and unsustainable. Comprehensive solutions for our uncertain water supply do exist. But it’s impossible to find any coming out of Sacramento.

(AP) — Back in the early 1990s when Tuscaloosa finished a majorexpansion of the Ed Love Water Treatment Plant cityofficials thought the 41 million gallons a day the plantcould produce would provide an ample drinking water supplyfor the next 15 years. The force of nature proved them wrong. “The drought of 2000 strained the Ed Love plant to themaximum” said Perry Acklin Tuscaloosa’s watertreatment manager.
