US tightens the tap on water from Northern California

The cutbacks will vary depending on conditions in the Sacramento-San Joaquin River Delta the smelt’s only home and a major source of water for the majority of Californians. In a typical year the smelt protections will slash California State Water Project deliveries 20% to 30% — essentially maintaining the level of cuts ordered this year by a federal judge. Under the worst conditions that figure could climb to 50%. The limits come on the heels of two dry years growing concern over diminished supplies from the Colorado River and a biological meltdown in the delta east of San Francisco.

City crews spent most of the day testing the water supply and say the levels should be back to normal by now. The problem started with the failure of a feed line at the North Fork treatment plant last night. That forced crews to put chlorine into the system by hand which led to the higher levels. Chlorine levels reached more than 4 parts per million which is above the state limit but officials say there was never a health hazard to the public.

California is currently suffering one of the worst droughts in its history. But that has not stopped efforts by environmentalists and some regulatory agencies to cut down on the state’s water supply to protect the smelt. The new Biological Opinion was ordered by a federal court ruling last year that reduced the state’s water supply by one third causing the loss of thousands of jobs and the destruction of millions of dollars worth of crops. Last month state Fish and Game officials instituted new regulations on behalf of another species of smelt that could have even more devastating impacts on water supplies for Southern California and the Bay Area as well as the Central Valley. Experts with the state Department of Water Resources and dozens of other public water agencies have complained that Fish and Game’s action was not supported by its own scientific studies. Congress established the Information Quality Act in 2001 according to its express terms with the intent of “ensuring and maximizing the quality objectivity utility and integrity of information disseminated by Federal agencies.

“If it becomes too expensive it will deviate from our comprehensive plan. “But Maryland Department of the Environment officials who attended the meeting said the costs to customers might not be as high as earlier estimates. Saeid Kasrael director of MDE’s Water Supply Program said operational costs added onto customers’ bills will likely run $5 per month under one option for a new reverse osmosis plant. However county officials have argued the treatment system is unnecessary and could add as much as $1400 per year on customer’s bills. The Somerset County Sanitary Commission is expected to present Kasrael’s report to its own engineers prior to the next meeting. For the past two years MDE has refused to issue permits for two wells in the Patapsco aquifer unless the county builds a reverse osmosis treatment system which has been estimated to cost $13.
