Winter Haven will talk water-supply projects

Potential projects that include the city of Winter Haven as a partner are as follows:Southeast Polk County well field: groundwater source from the lower-upper Floridan wells in the southeast area of Polk County. Fairfax plant groundwater blending: drill a lower Floridan well to blend with existing raw water supply. Peace River and land use transactions: surface water treatment and reservoir for municipalities using surface water from the Peace River. Winter Haven reuse option three – Calpine Energy: interconnect reclaimed water mains between Winter Haven wastewater treatment plant two and three and with the city of Auburndale to provide reclaimed water to Calpine Energy. Public access reuse: serve public with reclaimed water to offset irrigation demands. Tampa Bay water supply: purchase bulk water from Tampa Bay Water. According to agenda background information, the city expects the cost of water will definitely increase in the future as alternative water supplies are implemented.

Appleton targets potential terror threat to water supply

Although no terrorist threats have been received, Water Utility Director Mike Buettner said police have been called for entry alarms to remote pump towers and pump stations in recent years. Buettner said the cameras “are important for security purposes to maintain the water supply’s integrity. “In 1998, two Neenah teenagers were arrested after breaking into the Neenah water treatment plant with plans to contaminate the city’s water supply as a prank by pouring dish soap into the open vats of water. The intake station for Appleton pumps water approximately one mile to the city’s water treatment plant at 2281 Manitowoc Road in Menasha. While the water plant is manned 24 hours a day, seven days a week “the lake station is unmanned,” Buettner said. He said the lake station could be a target. The water could be poisoned or the station could be set on fire and blown up.

Aerojet Faces Fine for Alleged Water Quality Violations

Water quality-based effluent limitations are calculated in order to insure that discharges to waters are in compliance with water quality standards. Water quality standards include water quality criteria,  use designations or classifications of the state?s waters. Examples of such classifications inlude, public water supplies, aquatic life uses, and recreational uses.   Effluent limitations guidelines for direct dischargers such as Aerojet are created through the National Polluntant Discharge Elimiation System (NPDES) permit program.   Discharges from direct dischargers (facilities that discharge wastewaters directly into waters of the United States) are regulated in permits that specify limits using Best Practicable Control Technology Currently Available (BPT), Best Available Technology Economically Achievable (BAT), Best Conventional Pollutant Control Technology (BCT), and New Source Performance Standards (NSPS). All standards are regulated by the Environmental Protection Agency. The board said that the violations occurred at Aerojet’s groundwater treatment plant from the period of Jan.

Other items before council include:Amending a prior ordinance which authorized the city to apply for an Ohio Department of Natural Resources grant for boarding docks at Zane’s Landing and Riverside parks. Sims said the city will just have the Riverside project completed through the $100,000 grant, which will pay 100 percent of the project cost. An ordinance to purchase labor and materials for repairs to the city’s main water supply lines. Sims said valves on the two 20-inch primary feed lines that serve the entire city are in need of replacement. The valves are estimated to cost $15,023. 78; sleeve fittings, $18,015. 24; and labor and line stop, $28,920.

Among the items was a transfer of a $235,000 windfall to the stabilization fund. The money comes from a court settlement by 13 oil companies for polluting water supplies with methyl tertiary butyl ether, a gasoline additive. Easton is among 80 water providers in Massachusetts, part of a 17-state class action suit, receiving money. The town’s water supply is not tainted, but if pollution were to be discovered in the next 30 years, the companies would have to pay for cleanup. Combined with $265,000 in free cash, the transfer totaled $500,000 and increased the town’s emergency piggy-bank balance to $2,845,000. Also approved at the meeting, held at Oliver Ames High School, was $200,000 to buy 2 acres of land for drainage on Center Street; $177,150 for financial accounting software and training for the School Department; and authority for selectmen to close Town Hall on Fridays. – Steve HatchFOXBOROUGH ECONOMIC BOOSTS – Foxborough has been designated as one of 16 Massachusetts towns to partner with the state under its new Growth District Initiative, a project to help designated towns attract economic development, said Building Inspector William Casbarra.
