“I think it has been really good planning to have the water resources available to Coweta County that we have,” said Coweta County Administrator Theron Gay. Coweta County currently gets water from three sources: Newnan Utilities, Griffin and the county’s B. Brown Water Treatment Plant. In the past, the county has purchased water from the city of Atlanta. But that contract has no minimum, and Coweta hasn’t taken any water from Atlanta since December 2007, said Ellis Cadenhead, general manager of the Coweta County Water and Sewerage Authority.

Another dry winter may prompt widespread water rationing in cities from the San Francisco Bay area to San Diego, and a drop in the diversity of crops planted over the coming months, said Carl Torgersen, who operates the State Water Project for the department. Major agriculture groups said new cuts could cripple farming families already struggling to do business since a federal judge ordered federal and state agencies to restrict pumping last year to protect the threatened delta smelt, the longfin’s cousin. “So much uncertainty around the water supply will make it hard for farmers to get crop loans,” said Sarah Woolf, a spokeswoman for the Westlands Water District.

The affected area is a square flanked by Church Road to the east, the Capital Beltway to the west, Route 50 to the north and Ritchie Marlboro Road to the south.

Here is how one local water agency, the Camrosa Water District, is taking a multifaceted approach to reducing reliance on imported water:n Increased use of recycled water for irrigation: Keeping outdoor landscaping looking lush comes with a price; about 70 percent of residential water usage is outdoors. Instead of using expensive drinking water from Northern California for landscape irrigation, Camrosa has made a great deal of progress developing its recycled water resources to keep landscapes green. Leisure Village in Camarillo is in the third phase of retrofitting its piping and water system to use recycled water to irrigate its greenbelt. In addition, since 1990, Camrosa has reduced its drinking water sales to agriculture by 37.

Yet these two calamities differ in one important and encouraging aspect: the financial one will reach into all our pockets, but fixing it is primarily the preserve of a few, namely the Bernankes, Paulsons, Manuels and Mbowenis of the world. On the other hand, our water supply crisis will also affect us all, yet each human being has the capacity to do something about it. And with the capacity to act, comes the responsibility. Around 2,2 billion human beings live in water-stressed catchments. Climate change and other factors will see that figure double in the next two decades. It’s common knowledge that South Africa is a water-stressed country and that at current consumption rates our demand for it will outstrip supply by 2015.
