Governor’s panel says Calif. must fix water system

A new plumbing system was among a host of strategies recommended Friday by the panel Gov. Arnold Schwarzenegger charged with crafting a new master plan for the delta. The proposals reflect nearly two years of work on how best to restore the delta’s ailing ecosystem, secure state water supplies and protect residents who live in the delta area. A Schwarzenegger cabinet committee will consider the recommendations and advise the governor and the Legislature by the end of the year. Persuading lawmakers to follow the panel’s blueprint could be a challenge. Democrats in the state Legislature have long opposed dams, and delta farmers and residents are already banding together to oppose a canal that would pipe water to some 23 million Californians and Central Valley farmers. State residents in 1982 defeated a plan approved by the Legislature to build a similar but larger canal.

Donors query slashed water supply budget

Water and Irrigation minister Mark Mwandosya told The Citizen that the budget was cut because the ministry could not spend fully last year’s allocation. However, he said, for next year his ministry would request more funds as it will be organised to spend it fully. The ministry’s permanent secretary, Mr Patrick Rutabanzibwa, said few resources and lack of experts were hindering the supply of clean and safe water in the country. “The Government has several priorities which keep changing from one year to another and there is a need to have the capacity to implement the projects,” he said. He said many experts from municipal councils were not capable of managing big water projects and compile reports which are sent to donors to seek more funding.

LAKE ELSINORE: Water district race: incumbent vs. former treasurer

, the two candidates competing for the only contested seat on the Elsinore Valley Municipal Water District’s board of directors. Metropolitan Water District officials said this week that water rationing could be considered in early 2009 or 2010 due to the combined forces of drought and the cutbacks in water imported from Northern California. Any rationing program enacted by MWD would affect the Elsinore Valley district because its water supply is intertwined with the larger district’s supplies and state water supplies. Williams, who is touting his experience dealing with these types of supply issues, has represented the water district’s Division 4 since 1998, when he was appointed to the board. The 48-year-old real estate broker and general contractor is seeking his third elected term. “I’m not pounding the panic button, but we are going to have to talk about conservation,” Williams said. Division 4, one of the district’s five divisions, includes a northwest section of the city of Lake Elsinore and the Horsethief Canyon area off Interstate 15.
