The restrictions have worked: during the 1990s, Frederick’s population surged by 31 percent, or more than 3 percent a year; in the 2000s, growth has slowed to less than 2 percent annually, despite the real estate boom in the first half of the decade. Removal of the annexation ban is tied to completion of the city’s link to the county’s 15-mile Potomac River pipeline. The first phase of necessary improvements to a water-treatment plant should be completed next month, enabling the city to receive 1. 5 million gallons a day, said Michael Marschner, director of the county’s Division of Utilities and Solid Waste Management. For the time being, Raleigh has stopped pumping water from Lake Benson to the Neuse River, another stopgap measure that was helping extend the water supply in Falls Lake. The pumping will resume if the average daily water flow in the Neuse falls below 184 cubic feet per second. On Thursday, the Neuse was flowing at more than 1,000 cubic feet per second.
