Regulations flowing toward Yampa River

These were the kinds of questions answered years ago on Colorado’s other rivers. But they remain mysteries on the Yampa. Ray Tenney, 52, is a senior water resources engineer for the Colorado River Water Conservation District in Glenwood Springs. The river district, a consortium of water users and state and federal agencies spent $30. 5 million enlarging Elkhead Reservoir, just outside Craig, to store more water to meet their obligations to the fish, as the Endangered Species Act requires. “The Yampa is on the cusp of major change,” said Ken Knox, deputy director of the Colorado Division of Water Resources. “Because of increasing demands, all river basins in Colorado are going to change, but change in the Yampa is growing at an accelerated pace. Though other Colorado river basins have long battled the effects of drought and population growth, the Yampa has largely avoided this painful reality because its water supplies are abundant, its population is small and it is remote. It generates roughly 1. 5 million acre- feet of water each year, according to annual flow records compiled by the Division of Water Resources. That’s enough for more than 3 million households in a region where barely 36,000 people live. Contrast that with the South Platte River Basin on the Front Range, a river that generates about 1.

Localgovernment minister Manoranjan Kalia said here on Friday that a large number ofunauthorised sewerage and water supply connections were found operational invarious cities of the state, which was clear violation of sections of PunjabMunicipal Act and Punjab Corporation Act. This was causing great financial lossto urban local bodies, hesaid. As per the law, besidesdisconnecting unauthorised connections, heavy penalty is to be imposed onconnection holders. However,to avoid inconvenience to urban people and while keeping their problems in mind,it has been decided to give one chance to unauthorised connection holders to gettheir connections regularised by December 31, Kalia said in a press release.

Loy Yang A and Loy Yang B (owned separately by InternationalPower) already recycle water through their cooling towers severaltimes before disposing of it. Loy Yang A’s new plans would be an additional recyclingmeasure. Alternative Government plans to recycle water from the EasternTreatment Plant and pipe it to the Latrobe power stations have beenclouded by uncertainty. The proposal was bumped this year when the State Governmentchose a Wonthaggi desalination plant and the Foodbowl modernisationproject instead. The Department of Sustainability and Environment says a businesscase is still proceeding for the recycling project. But that will now consider two options – providing water to thepower stations or using it to substitute environmental flows in theYarra River. The Age believes TRUenergy, which owns Yallourn, may startrecycling water through cooling towers, which would bring it intoline with other generators. TRUenergy did not respond to questions about its plans to securefuture water supplies. International Power spokesman Jim Kouts said the company, whichalso runs Hazelwood, was investigating additional water supplies,but refused to name specific plans.
