“This issue had been brought to our attention as the practice was becoming more prevalent,” says a spokeswoman. As such, the regulator says it has toughened its guidelines on debt, including a requirement that “companies should be able to demonstrate they have made sufficient attempts to establish that the property is empty” – for example, by visiting the address. The ban on cutting the domestic water supply over non-payment was introduced in 1999 on public health grounds. There were warnings from health authorities that a rising number of disconnections could increase the spread of diseases associated with poor sanitation. Some will be concerned by Ofwat’s figures showing that the number of homes disconnected for reasons other than arrears rose sharply in 2006-07. Some companies have not disclosed figures – and several, including Thames Water, say they didn’t cut anyone off. However, two firms that have seen huge jumps are Northumbrian Water and South West Water.

Industries and regions are coming after Great Lakes water. This compact, with whatever imperfections it might have, must be passed by Wisconsin and it must be done soon. The Great Lakes is fast becoming the primary water supply for our nation. We in the Great Lakes states need to quickly wrap boundaries around it and guide its use by passing a strong compact for a strong Wisconsin and region now. Olen is conservation chair of the Great Waters group of the Sierra Club.

Union members, wearing black armbands at work to signify their silent protest, demanded the revision of the bulk water supply agreement that COWD had entered with a private firm last year, saying the contract was gravely disadvantageous to the water utility. They also questioned the supply concession recently granted to COWD’s own water supplier — the Rio Verde Development Corp. (RVDC) — saying the move deprived COWD of potential revenues. Young said the employees union fears of an eventual privatization of the water utility. Labor-related problems, however, can be discussed on the negotiating table or in courts and would not necessarily resort to the picket lines, the union official added.
