By years end, the reservoirs level should be at 212 meters if the dam is to be able to provide adequate water to Metro Manila residents by next summer. The state power facility, which owns and operates Angat, provides 97 percent of the metropolis supply. The concessionaires said Napocors actions violates the Water Code of the Philippines and the National Water Resources Board Resolution No. 004-0204 dated February 19, 2004. Under the Water Code, during water shortages, priority should be Metro Manilas water supply. The NWRB directive states that when the level of Angat Dam falls below the operational level, all releases should first be cleared by the National Water Resources Board Resolution and should solely be for domestic use. Maynilad said that because of the release, its customers might experience cuts in water supply even before the cutback scheduled for August 16.
