” Since the project was initially proposed in 1999, it has been a regulatory battleground between environmentalists and some local business advocates, as well as between upstate economic interests and downstate concerns about the quality of New York City’s water supply. New York City draws much of the 1 billion gallons of water it uses every day from reservoirs in the Catskills. Federal environmental officials have largely allowed the city to avoid regulations requiring that drinking water supplies from surface sources be filtered — so long as the water remains pure. With that exemption set to expire this year, attention has focused on the purity of the water and persistent problems the city has had with turbidity, or cloudiness, caused by sediments in the water. City officials, the state comptroller, Alan G. Hevesi, and several members of Congress all oppose the Belleayre project, saying it would cause too much runoff to drain into the city’s reservoirs. – A “boil water” order was in effect Tuesday at Stelzer County Park in Lakeside, where total coliform bacteria was found in the water distribution system. The directive was issued Monday, and will remain in effect until the system has been disinfected and additional samples confirm the absence of bacteria in the water supply, according to the county Department of Environmental Health. Total coliform bacteria can come from soils and other sources in the environment, and can indicate a problem with a water supply system, the DEH said.
