Water officials see grim scenario

Denver Water, which serves about 1. 2 million metro-area customers,is Colorado’s largest municipal water utility. The agency derives about half of its annual water supply from theheadwaters of the Colorado River and the rest from the South PlatteRiver. A study by the United States Geological Survey published late lastyear indicates that higher temperatures could reduce the ColoradoRiver’s flows 10 percent or more and that could jeopardize Denver’sshare of the river. One of the key issues the board is examining is how large a waterreserve it should maintain. The agency’s system generates just over 325,000 acre feet of waterannually. It maintains a reserve of 30,000 acre feet.

Poseidon Resources is the private company behind the project on the grounds of the Encina Power Station. Carlsbad has agreed to purchase half of the water supply, Valley Center Municipal Water District 15 percent, Rincon del Diablo 8 percent. Poseidon would bear most of the financial risks involved in 30-year delivery contracts. The company is moving ahead on parallel fronts, with selection of engineering and construction companies for the plant anticipated soon. Any large project, and this one is $270 million, will raise concerns.
