Using The N&O as a guide, state responds to issues
News & Observer – Mar 27, 2006
The Governor’s Office was kept informed, sometimes in memos, sometimes in meetings of up to a dozen people. Using our questions as a guide, the administration started responding to problems before the stories were published. Some findings, and responses:FINDING: Despite threats of fines from the state Public Water Supply Section, the owner of an Alexander County water system refused to clean up arsenic in a neighborhood well. FIX: The Public Water Supply Section is pushing hard to complete the takeover of the Cedar Woods system by Aqua North Carolina and get its customers connected to a City of Hickory water line, an initiative one of its regional offices started last summer. The department plans to ask other states what they do with failing water systems, with an eye toward remedial legislation in 2007. FINDING: Hundreds of public water systems that are supposed to have a certified operator don’t have one. The Public Water Supply Section and the operator certification board, two units in the Division of Environmental Health, have failed to work together to enforce regulations requiring certified operators… FINDING: Most of the 4,000 small water systems — in places such as service stations, campgrounds and other places where consumers come and go — are rarely inspected. More than 1,500 didn’t do the required tests last fiscal year. FIX: Environment and Natural Resources plans to hire a consultant “to study the costs, benefits and other issues” of helping those systems obey the law. All rights reserved. Survival of the mightiest prevails in front of public tap

TIRUPUR:

Contrary to the public perception that residents in the surrounding areas of Tirupur are getting water regularly, the ordeal of the residents of Veerapandi panchayat portrays a different picture altogether. A hosiery worker Poonkodi (32) who jostles with a group of women in front of a public tap to get a pot of water says they get drinking water once in 30 days. “There is no improvement in water supply in our area. We receive 10 pots of water once in 20 to 30 days,” she complains. A cook `Samayal’ Azhagarsamy (58) who was waiting for his turn says there are 100 houses in the Poonthottam Lakshmi Nagar area that depend on the tap. Residents complain that though the local body provided household water connections a month ago, supply has not commenced. Panchayat president R.

NC Water: Safe to Drink?
News & Observer – Mar 27, 2006
So far, Miles’ fears of widespread sickness from bacterial contamination have not been realized. There were only 76 cases of cryptosporidiosis, which causes abdominal pain, nausea, diarrhea and, in rare instances, death, reported in North Carolina in 2004, the most recent year for which complete statistics are available. “We investigate every one of those, and we have never traced it back to a public water supply,” said Dr. Jeffrey Engel, the state epidemiologist. “We have traced it back to recreational exposures, maybe a single contaminated well, but never to a large distribution system. “The state enforces standards set by the federal Safe Drinking Water Act, which are beyond the technical expertise of some owners and operators. Meanwhile, water quality standards are getting stricter, one reason why more systems are failing water quality tests.

PHED to ration water supply
E-Pao.net – Mar 27, 2006
To meet the challenges ahead, the Department will convene a meeting tomorrow, added the Minister. To be attended by senior engineers of the department, their reports will be tabled during the meeting and immediate steps will be taken up to ration water supply as well as to distribute the same through the mobile units of the department, said Govindas. If needed private water tankers will be hired to supply water to the people, added the Minister. Tomorrow’s meeting will also minutely discuss the problem of water scarcity faced in the State with the onset of the dry season. Responding to queries on the water supply schemes taken up by PHED, Govindas said that the water schemes taken up at Chandel and Ukhrul under the NLCPR will become functional by April this year. Stating that his office has already received reports that the water supply scheme taken up at Tamenglong at a cost of Rs 5 crore has been unduly delayed, the Minister said that the contractor concerned will be black listed. The Chief Secretary has been asked to take up fitting action against the recalcitrant contractor, said the Minister and added that though the scheme is supposed to be completed within the given time frame the work has been going on at a snail’s pace… If needed private water tankers will be hired to supply water to the people, added the Minister. Some of the reasons why development projects get delayed in the hill districts is because of the wranglings over compensation and also at the time of awarding contracts, said the Minister.

Preserve Water, Preserve Life

In India, some households spend 25 percent of their income
on water (Barlow). During droughts, governments often reserve water for the
elite who can pay for it. Is
there anything you can do to save the Earth’s water supply?. It takes 215,000 liters
of water to produce one metric ton of steel (Environment Canada, Quickfacts)… In
the early 1970s, Syria and Iraq almost went to war over the waters of the
Euphrates when Syria built a dam at Tabaq, blocking a quarter of the river’s
flow to Iraq (Ward). Ten African countries share the waters of the Nile
and each wants a share of the river. To protect its Nile water supply, Egypt in
the past has threatened to use its size, wealth, and power go to war against
Ethiopia, a country where water flows abundantly but millions starve to death
each year (Ward). In 1978, for example, Egypt’s then president Anwar Sadat
stated, "any action that would endanger the water of the Blue Nile will be
faced with a firm reaction on the part of Egypt, even if that action should lead
to war" (Kendie). Where
